Giới thiệu chung về Singapore
Sau 05 năm tăng trưởng ổn định, nền kinh tế Singapore dự kiến sẽ chậm lại khi nền kinh tế toàn cầu bắt đầu chững lại vàcăng thẳng thương mại Mỹ - Trung Quốc kéo dài bắt đầu có những tác động tiêu cực Tuy nhiên, Singapore đã sẵn sàng để vượt qua những khó khăn thách thức, chí ít là trong tương lai gần.
Singapore đã ký kết Hiệp định Thương mại Tự do (FTA) đầu tiên theo Hiệp định Khu vực Thương mại Tự do ASEAN vào năm 1993. Để thực hiện chính sách thương mại cửa, Singapore đã gia tăng số lượng hiệp định FTA ký kết, bao gồm 18 hiệp định khu vực và song phương với 24 đối tác thương mại. Gần đây, Singapore cũng đã ký kết hiệp định song phương với Liên minh châu Âu; đây là hiệp định đầu tiên giữa EU với một nước thành viên ASEAN. Singapore là đối tác thương mại lớn nhất của EU tại ASEAN và EU là đối tác thương mại toàn cầu lớn thứ ba của Singapore.1
Singapore thường xuyên được xếp vào nhóm các quốc gia tốt nhất thế giới dành cho môi trường kinh doanh nhờ tình hình chính trị ổn định, quản lý kinh tế tốt và hiệu quả trong việc thực thi chính sách. Singapore đứng đầu trong số 82 quốc gia trong Bảng xếp hạng môi trường kinh doanh mới nhất của EIU. Bên cạnh các chính sách hợp lý, EIU đánh giá cao cơ hội tăng trưởng thị trường trong các lĩnh vực khách sạn, du lịch và bán lẻ hàng xa xỉ dựa trên việc gia tăng trong thu nhập cá nhân khả dụng và số lượng khách du lịch đến quốc đảo này.
Với những thành công tương tự, Singapore cũng xếp thứ hai trong số 82 quốc gia trong Bảng xếp hạng Chỉ số sẵn sàng về công nghệ của EIU – thước đo đánh giá mức độ sẵn sàng của các nền kinh tế lớn nhất thế giới trong việc thích ứng với các thay đổi về công nghệ. Singapore xếp hạng cao nhất trong số các nước châu Á. Chính phủ Singapore đã chú trọng vào việc chuyển hướng nền kinh tế sang nền kinh tế công nghệ cao. Năm 2019, Singapore đã công bố bổ sung ngân sách 700 triệu đô-la để hỗ trợ nghiên cứu trí tuệ nhân tạo (AI), vượt xa mức 150 triệu đô-la cam kết trong năm 2017.2
Ngoài ra, chính phủ Signapore vẫn đang tiếp tục ưu tiên số hóa các dịch vụ công. Singapore đã có các kế hoạch tiên tiến để phát triển hệ thống nhận dạng kỹ thuật số quốc gia. Mục tiêu dài hạn là đến năm 2020, người dân có thể tiến hành kinh doanh dựa vào quyền truy cập dữ liệu được cấp bởi GovTech, một cơ quan nhà nước chịu trách nhiệm phát triển và quản lý dịch vụ dữ liệu.
